Declaration on accessibility

This declaration of accessibility applies to the website published at mediathek.hfbk.net.

As a public body within the meaning of Directive (EU) 2016/2102, we strive to ensure that our websites and mobile applications comply with the provisions of the Hamburg Equal Opportunities for People with Disabilities Act (hereinafter referred to as HmbBGG) and the Hamburg Barrier-Free Information Technology Regulation (hereinafter referred to as HmbBITVO) Implementation of Directive (EU) 2016/2102 to make it accessible.

State of compatibility with requirements

The accessibility requirements result from Paragraph 1 HmbBITVO in conjunction with Paragraph 3 Paragraphs 1 to 4 and Paragraph 4 of the Federal BITV, which was issued on the basis of Paragraph 11 HmbBGG.

The verification of compliance with the requirements is based on a self-assessment carried out on August 24, 2020 in accordance with the BITV test.

Due to the review, the website is partially compatible with the aforementioned requirements due to the following incompatibilities and exceptions.

Non-accessible content

The contents listed below are not accessible for the following reasons:

Recorded audio files and silent videos do not have any media alternative within the meaning of requirement 9.1.2.1 of the EN 301 549 standard.
Most of the recorded videos have no subtitles in the sense of requirement 9.1.2.2 of the EN 301 549 standard.
Recorded videos with information-carrying visual content do not have an audio description or full-text alternative in the sense of requirement 9.1.2.3 of the EN 301 549 standard.
Live broadcast videos do not have subtitles in the sense of requirement 9.1.2.4 of the EN 301 549 standard.
Recorded videos with information-carrying visual content do not have an audio description in the sense of requirement 9.1.2.5 of the EN 301 549 standard.
Syntax analysis fails in terms of requirement 9.4.1.1 of the EN 301 549 standard.
The following measures to achieve accessibility are planned:

Currently, only a manually generated subtitle file in WebVTT format can be uploaded to a video record. A wide availability of subtitles is to be achieved through a (partial) automation of the transcription of uploaded videos. For this purpose, a project is currently running jointly with the Language Technology division of the Computer Science Department at the University of Hamburg. The option of manual correction should also be created.
The syntax analysis contains errors that originate from modules of the underlying Liferay 6.2 software. With the migration of the Lecture2Go portal to the current version of Liferay, these errors should be eliminated.
